Brocham  

Arenhir (spelling?) in Gath Forthnir, gives a quest, A Tenous Thread. It may have a pre-req, but I can't remember.. Book 7 or perhaps a quest to talk to him from Gabilshathur might be the pre-req. Finish this quest, and then do the escort mission Help from the South. That will give you Brocham. You can get this quest as low as level 43 =)
